Fan on GPU spins faster and makes noise after replacing PSU

Recently, my PSU just burned out and my computer crashed (while I was editing in Photoshop, of course, so a few hours of work wasted there). I replaced it with a similar PSU, not the same brand but same wattage, and the computer is running fine again.

However, while my computer was tremendously silent before, no matter the workload, now the fans on my GPU will rev up a few minutes into launching a videogame, generating a frustrating amount of noise. This continues ceaselessly, even after exiting the game. The only thing that will calm the fans on the GPU is to restart the PC. With my previous PSU, the GPU fans would never make noise, so much so that I basically could not tell if the PC was on or off by sound alone.

I realize that this is how fans work; they spin faster to counteract heat generated by workload.
But how can changing the PSU mean going from a wonderfully silent GPU to an annoyingly noisy one, regardless of workload?

I tried cleaning the hardware and casing meticulously (because replacing the PSU could have knocked dust around, I guess) but this did nothing. Literally nothing else has changed physically inside the case, except the new PSU.

What can I do?

My computer specs:
CPU: Intel i7 6700K 4GHz
CPU fan: Noctua NH-D14
Motherboard: ASUS Z170 PRO GAMING
RAM: HyperX FURY 2 x 8 GB
GPU: MSI GeForce GTX 1070 ARMOR OC - 8GB GDDR
Current PSU: EVGA 750 GQ (750 watts)
Previous PSU: Inter-Tech Energon EPS-750w (750 watts)
Case: Cooler Master (with working case fan)
 
I'd start w/a call to EVGA saying you "upgraded your PSU and changed nothing else and now ... "

A hardware failure at the PSI can cause physical damage to other parts of the system as well as file damage. Might want to clear CMOS abd adjust BIOS settings and then unsinstall all things nvidia, remove any traces to nVidia in the registry and reinstall.

Tried your suggestion: unless I'm just haplessly fiddling around with the settings, it seems like the fan speed control has indeed gone screwy. When I set the fan speed to manual and try playing with the slider in Afterburner, the fan does not respond at all. In fact, now when I boot the PC, the fan speed seems to immediately go to max, regardless of what I manual set it to in Afterburner. I've uninstalled the software again, and the fan is back to being silent, until I launch a random game.

Solution?
 

RMAing the GPU with MSI is the only option left. Just don't mention how it happened just say that suddenly fan was not working and after reboot it worked but stayed on max. Also remember never to cheap out on your psu.

I will indeed be RMA'ing the GPU, though not with MSI, as I live in Denmark, and we have different rules concerning RMAs, so I'll be sending it back to the retailer. As a final note, I can mention that I've installed my previous GPU, which I still had lying around, and I have no trouble with that, it's just silent as a ninja. An older model though, but oh well, that will have to do, temporarily. But the part about not mentioning the new PSU being the probable cause, that still applies, even in Denmark. ;)
