Fan speed constantly 100% RPM

Hello everybody, couldn't find an existent thread with a satisfying answer. I bought a Zotac GTX770 4GB a while ago and for a few months now the fans sped up randomly to 3300 RPM (which is 100%).
Now they are constantly at 3300 RPM, adjustments in firestorm are shown in the monitoring but do not affect the RPM, e.g. 33% -> 3300 RPM, 100% -> 3300 RPM. Of course this is annoying and so on and obviously something is broken.

My question however is: could I fix that myself or do I have to send the card in (which would be very difficult since the dealer has gone bankrupt...).
IF a DIY solution is applicable, please tell me exactly what to do (don't mind a little soldering)

P.s.: Already swapped the slots, triple checked the cables and a firm fit and so on and so forth.

Have you tried changing the fan speed in MSI Afterburner? It's a popular program by many.

You could have accidentally set the fans to be 100% somewhere such as the nvidia control centre? (AMD has this feature in their Control centre, but not sure about nvidia).

The RMA process is customer – retailer – distributor. The retailer has to legally assist their customer as they're the place of purchase, but since that place has gone bankrupt, Zotac should be able to help you if you need an RMA.

This^ If you haven't specifically set the GPU fan speed to one speed at all times, then the gpu will automatically change its fan speed in occordance to the temperatures so that it can compensate by increasing the air flow.

If your temepratues are constantly high, this could explain the high RPM as the GPU may keep adjusting itself to 100% depsite the changes you've made in order to cool the card.

I have set the fan speed in Zotac Firestorm to no avail, same result with MSI afterburner.
Temperature is below 30°C all the time (except for when I play games of course).
Yeah that's right, the manufacturer could assist me in the RMA process but that always takes so long and is (to my experience) a major pain in the rear.

I haven't found a setting in nVidias control panel for fan speed, did I miss something maybe?

Hello, just fyi: i've found the problem, rather uncommon (i hope). The cause was a rusted (!) pin in the 6pin pcie power port. Scratched it off as much as I could, works again.
