Question Fan speed not changing, stuck at 0RPM

I have an MSI MPG Z690 motherboard running MSI Click Bios 5, when I go into hardware monitor and check my fan RPM, all categories are 0RPM. I only have two case fans and a single CPU fan. CPU fan is plugged into proper CPU_FAN header it is a four pin Noctua NH-D15, when I go in and hit F to set fans at full speed nothing changes. Any ideas?

Is there an option in BIOS for PWM/Voltage setting for fan(s) ?
