Fan speed & speed control

All of the fans* in my computer seem to have nothing more than wiring that goes to the power supply. i.e., There don't seem to be any wires that might go to a connector on the motherboard for controlling fan speed as a function of CPU temperature . . . . so I assume they 'turn dumb' at 60 Hz.

Q1: Does any company make fans whose speed can be made a function of CPU temperature (presumably defaulting to 60 Hz in the absence of active CPU control)?

Q2: Are there any computer fans that can run at the 2nd or 3rd harmonic of the AC power frequency (120 Hz or 180 Hz instead of the standard 60 Hz)? Granted, the tradeoff for installing such fans would probably be an increase in noise.
