Fan Speeds at whopping 1700 rpm

My fan speed for my Heat sink is at those speeds and sounds like a freaking vacuum from like 8 meters away. Any way to slow it down, By the way i could not reach the pin where it says cpu fan and put it where it says chassis fan because i could not reach them that well i had to reseat the heatsink after some temp issues

the heatsink is a hyper 212 evo

yeah thanks i was using speedfan to monitor the rpm of my fan
 
In the bios of the board, you should have speed conditions for each fan connected.
High,medium or low.

Each fan can be set based on rpm.
The cpu fan header.
And any case fan headers.

Auto will only work when the fan is connected to the cpu fan header of the board.
Any other fan header used such as a case fan can be set at a manual speed of High, medium or low in rpm as the setting.

I would think about buying an extender cable so you can connect it to the right fan header of the board.
You can buy the four or three type cables at most places on the net, or a local computer store. Then let the auto setting control the speed of the fan in rpm based on how hot the cpu is getting.
