Fan spinning very slowly

I've just installed an Artic F12 fan onto my PC, but it is only spinning at around 400 RPM, even on load. It speed never changes and I really need it to become faster. My system specs are:
GPU-Sapphire Radeon 7870 HD GHz edition (2GB GDDR5)
CPU-FX 4130 3.8GHz (Zambezi)
MOBO-Biostar A960D+
PSU- Ace 500w
RAM-8gb DDR3 1333Mhz

Fixed it finally. Had to go into the bios to disable the CPU auto speed or something like that.

Hello. 400 rpm is very slow for a cooling heat sink . Just In case check your wiring you should have a 4 pin wire that connects to motherboard that one is auto (depends on what changes you have made in bios). On the other hand if you have a fan controller you should check that one.

I have the CPU fan and the case fan connected to the same pin 4, but the CPU fan is idling at 2000 rpm compared to the case fans 400 rpm.

Having case fans at that speed isn't a problem at all. As long as you're not getting an of your components overheating, you shouldn't worry.
If you want to amp the speed up, try using something like MSI afterburner (or whatever your preference is) to configure your fan settings.
