Fan spins for a second and then stops

I have an r9 270x Toxic and i just noticed that one of the three fans doesn't spin. When the computer starts up all the fans start to spin, then stop and start spinning again. But the second time they start spinning one of them just doesn't do anything. Since it spins for at least one second I'm pretty sure the motor is fine, but I'm not sure. I cleaned the card from any dust but that didn't help. I tried to use msi afterburner but bringing up the rpm didn't help. The fan seems to just be turned off. Not sure how but my gpu temps are not actually affected by this but still is there a way to fix it without buying anything.

Solution
Well, it might be a bad fan or some kind of firmware issue. With the computer off, spin the fan with your finger a little bit to feel it. Spin the other fans. Does the bad fan have more resistance or not feel smooth?

You might try seeing what Sapphire says about it by opening a ticket with them. If it's in warranty then you at least have some options.

this is literally the same exact problem, the same fan even. And i just put my fans up to 100 percent and it started working. It only works under 100 percent

You should be careful since that fan can be cooling the VRM's and they might be getting too hot if it's off, remember that the card was meant to have three fans working not two xD, you should RMA it even though it's a pain.
