Fan Stuck at 100

I just replaced my stock case fans with noctua nfa-12 pwm fans. I tested all of them before I put them in. They all worked fine. I now have a fan that is stuck at 100% fan speed (1500 rpm). It is plugged into a 4pin fan header. I've tried multiple headers and still the same issue. Not sure what to do or if the fan is broken.
 
Solution
have you tried going into the BIOS and changing it's speeds manually? Or even seeing if it is defaulting to max speed and not doing an automatic control based on things like CPU temp or something like it is normally supposed to do?

Please check the settings for fans connected to motherboard headers inside the BIOS.

I figured that it works fine with DC but not on pwm. It works fine now.
