Fan Testing / Diagnosing / Adjusting Software

Model HP 650
laptop shuts down on startup due to inactive fan.
I blew out the machine, reset the fan power & then spun the fan the opposite way on startup and it seems to be cooperating now.

However I wanted to know if there is a software that can diagnose / test and repair or adjust the fan issue. Just trying to avoid a repeat.

You can try speedfan to adjust fan speed, however there is no software can truly repair fan problems that are caused by dust and wear and tear.
