Question fan working on 100% while low temp!

hey guys i have problem with my fan
its working on full speed while cpu temp around 44 how i can reduce that speed i tried speedfan but i cant control the speed !?

Is there a lot of dust on your cpu fan? If so pay attention to the base of the fan blade where it attaches to the spindle/ball bearings. See if that helps.

Do you have your cpu fan plugged into the cpu fan slot, or another fan header on the mobo?
