Fanless Asus Q87T build is blank when turned on - no BIOS shows

I'm building a fanless ThinITX system (Akasa Euler case, Asus Q87T motherboard, i7-4765t CPU, re-used 2.5" Sata SSD (not clean formatted as I'm expecting to do that during installing Windows 8.1 from USB) and after assembling and turning on, little happens.

The case power LED comes on, the HDD LED lights for about 3 seconds, goes off, then flashes briefly twice before staying off.

The HDMI monitor connection brings the monitor out of sleep, but shows nothing on the screen - no Asus logo or BIOS.

I am powering it with a spare laptop adapter (19V 65W from HP laptop), and the usual recommendations for this case use 120W power adapters - could this cause this type of issue? It shouldn't need to draw much power with the low-power CPU etc. so I'd wanted to see if it would be happy with a 65W adapter.

Any ideas where the problem lies? Do I need to tell the mobo that it doesn't need a CPU fan?

After some more troubleshooting I found that it all came to life when I:

a) unplugged the HDD to start with, doing a barebones first boot
and
b) used a Displayport cable rather than an HDMI-to-DVI cable
