Question Fans almost not spinning after restart

When I restart my pc with the windows restart option my fans almost stop spinning and wont return to normal operation until I manually shut down the pc and turn it on again. Has anyone heard of this issue or knows how to fix it?

Check the power saving plan you are using in windows. In its Advanced options under Processor power options > System cooling cooling policy > Active.

Checked the settings and it's set to active, so that doesn't seem to be the issue here. But thanks anyway.
