fans always at max rpm though afterburner is at 0 rpm?

So I got the silent msi gaming x trio recently and I have been having issues. Essentially the fans run silent in startup but a minute after loading a game they go to 100% and even after turning the game off it still persists. The Temps never even get past 30 so I don't get why it is doing this. Re installing drivers didn't help but I didn't try reseating it yet. Help!

What card exactly do you have?

It sounds like a similar issue i had with an old MSI HD 7950 where it had a bad diode on the PCB that would cause the fans to run at 100%.

Maybe search around and see if there is some kind of issue like this for your specific card.
