[SOLVED] Fans keep running after shut down

So, the fans on my PC keep running after the screen goes black. But it doesn't happen all the time. It happens randomly. Mostly the fans stop spinning after the screen goes black.
This wasn't happening a week ago. I have not really installed any apps in that time.
I have turned off the hibernation in the BIOS. The fast startup is also turned off.

Specs: Core i5 3470
ADATA SU630 240 GB. (Windows drive)
WD Blue 1TB 7200 RPM
Zebronics H61
12 GB RAM (Hynix 4 GB and HyperXFury 8 GB both 1600 mhz.)
GT 1030 EXOC GALAX GDDR5
Cooler Master MWE Bronze 450 watt V2

you won't for that board, I said that before I looked at motherboard.

so if fast startup is off, its not going to be a startup program I don't think...

Try a clean boot and see if it changes anything - make sure to read instructions and make sure NOT to disable any microsoft services or windows won't load right - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows

if clean boot fixes it, it shows its likely a startup program. You should, over a number of startups. restart the programs you stopped to isolate the one that is to blame.

I've updated the chipset drivers and restarted.

I'll let you know after hours of checking.

FOUND IT!!!!!!
It was SCPService, which I use to get my PS3 controller working in windows. I didn't uninstall the whole program, but I disabled the service in services app. That fixed the problem I think? I power cycled 4 times and the system shut off properly.
