Fans loud - PWM not working

So I have an NZXT S340 case, with 2 3-pin NZXT V2 fans (top and back), and 2 4-pin Fractal Design HP 14 (Venturi) for inlet. All fans are connected via mobo (Gigabyte 970A-DS3p rev2.0). The PWM fans are both on sys1_fan (4 pin) the other two are on sys2_fan and pwr_fan. So I get it i cant control the two 3 pin fans. But I dont get it why I can't control PWM fans. I have tried settings in bios, nothing works. If I set them on anything else than PWM disabled, they wont even start rotating. They just swing left and right. And when I set disabled, they turn full speed, being loud as hell. Is there something I failed to do? Can you guys help me? Is there another way than buying a "remote" fan controller? I dont even have a slot for a controller like NZXT.

Page 20 in your M/B manual explains how to set the fan speed for PWM slope when set in manual. Or you can just set it to normal or silent and let the BIOS take over. You have to have a PWM 4-pin fan plugged into sys fan 1 header and a 3-wire fan plugged into sys fan 2 header. Basically, it is the same as the cpu fan header. And as you say, the pwr fan header is full speed all the time.

If following the instructions on that page do not allow for speed control of the fans, I would consider returning the board if you still can. Or see if a BIOS update is available that will make those functions work.
