I cleaned the dirt out of my case and installed a hard drive. Before I would hear my fans ramping up and down, not I don't. I don't know what my temps were before but I know that right now with the cpu's maxed out i'm holding at about 40C
If your fans aren't ramping then thats a good sign, AS long as they are spinning when you switch on the computer. Dust build-up does make your fans make noise but when you clean them then there is more airflow, so the fans don't need to ramp up again.

The fans ramp up if components are getting hot. Dust blocks the airflow, so the same amount of fan power is less effective. Clearing the dust out meant that it doesn't need as much fan speed to stay cool.
