Fans not spinning

I have the Deepcool rf120 3in1 fans and when i have my computer off for a while and then turn it on, the fans only light up but don’t spin. I need to spin it with my hand to get them going. Why?

Where is the fan connected?
If it is connected directly to a molex connector on the PSU, it should run at full speed always.
More likely, it is connected to a motherboard header.
Look into the bios for fan control settings.
You should want a minimum speed of 500rpm or greater.
If the setting or default is <500 rpm the fan might not start.

My Deepcool rf120 3in1 fans are not moving when I turn on my pc. They rotate once then stop and it repeats this. I was told is takes to much power at startup to get them going. Is this because I have the fans plugged into the same SATA cable as my hard drive, are they not moving because it’s putting all the power to the drive?
