Fans not working??

Hell guys!! I need Help ;s. I hade A GeForce gtx 1070 and I have connected vga cable with psu and graphic card. When I start the computer the beep sound goes and everything works normal even the fans, but after like 20 seconds another *beep* (different sound) comes and the fans stops working. Is that normal??

The beeps isn't normal , fans stopping working maybe though.

What model 1070 is it ??

A lot of the aftermarket twin fan cards have a zero fan profile under 50c so under normal desktop use they won't spin.
Do they spin back up if you play a game & the card usage actually goes up ??
