Fans on Radiator for CPU acting weird.

Hello everyone.
Specs:
cpu 17 4790k
h100i gtx cooler
corsair SP 120 fans on radiator.

when is it happening? While playing Warframe.
I've taken a look at the temps, 41 min 61 max range for each CPU Core.

upon resetting the system bios settings to default (removed my oc changes and profile settings to RAM and CPU). the temps in bios are 34/35 and 1.040v. I think while oc it was 35/36 and 1.2v?
I'll update if they kick in like that again with complete default settings. But I'll be playing something other then Warframe tonight.

Update: even in gw2 it was kicking up just the same randomly Temps between 38-66c.
Will putting the CPU fans into my fan controller help this problem?
My understanding of what is happening is that the mb is reading the cpu as getting hot even though its not and making the fans kick in?

It is audibly noticeable that they are speeding up to 100% (if not more some how lol).
