Sorry, my question is, how do you mount a fan on a radiator.

Dont go those, its a very bad idea. best possible combo is black ice 120mm with 3 gentletyphoons from schyte (if you can get them). I recomend the 1850 rpm model for performance and the 1450 for silence.

The reason is that those fans, apart from beeing quiet and moving a good ammount of air, also have very good static pressure, wich is key when you are using a radiator as your cooling main object.

It will cool down both the parts you show, but it will depend a lot on other parts as well how well it actually will.

If you get a good pump, and decent waterblocks, you will be able to overclock both decently. Just be carefull with the gpu, it dumps a huge ammount of heat to the water, and you should use a "full cover" waterblock.
