Fans running when computer is off

Ive had this problem for a while now and some people tell me its the power supply, which i did get a cheap Ultra Professional HS 750w from Tiger Direct so im wondering if i should buy another one. So after i turn off my computer, one of the visible fans keeps running and also there is like a weird engine sound coming from something in the computer. Another thing is when coming out of sleep mode the fans would turn off for a second then shut off 2 or 3 times before actually turning on.

My computer:
Intel i5 4460
Sapphire Radeon r9 280x
HS 750 watt Ultra Professional
16 gb RAM
Asrock H97m pro4


 


IF you run w10 make sure to roll back intel management driver to version 9 because version 11 is unstable
 
Well if they were dumb and wired the power supplies' 5V standby voltage off the 12V using a DC-DC convertor or regulator (which is common) and have the fan directly hooked up to the 12V supply. I could see that. Might also explain the behavior of a sudden load causing the supply to hiccup when exiting standby to ON.

Weird engine sound. Capacitors can make a whine/hum, so can certain types of coil.

Could be a bad component in the power supply causing issues even with an adequate design.
