Fans Speed SLOW, Low CPU Usage, and Low FPS every game

PC usually ran games like Fortnite, Rocket League and CS:GO well, now I only get +- 30 FPS. I dont think its a matter of Overheating because the temperature of the CPU and System are always between 39-42ºC. I tried to set the fans to Full Speed (CPU fan 1900 RPM, System Fans 1350 RPM) in the BIOS but even that doesnt do anything.
Here's what I've noticed that's different:
-Whenever i started a game one of the 3 fans or all of them (I dont know) would start to eventually spin faster and the FPS jumped from 30 to like 120, now the fans are completly silence
-Sometimes the fans would only start to spin faster if i gave the case a little bump, now that doesnt even work
-Ive only noticed this now, but the CPU usage when i start playing any game doesnt go higher than 20-25%
-When i set the fans speed to Max it seems to me that its still slower than what it was before when i could play the games well

Specs:
OS: Windows 10
MB: A320M GRENADE (MS-7A39)
CPU: AMD Ryzen 5 1400 Quad-Core 3.20 GHz
RAM: 8192MB
GPU: Radeon(TM) RX 460 Graphics 2GB
Storage: 1TB HDD and 250GB SDD

NOTE: this PC has like only 5 month of use and 2 days per week (weekend)

This is a problem - try running at a lower resolution, lower details, or both. The 460 isn't a high end card by any means, but I don't know what frame rates you used to get, or what has changed from then until now.
also, i dont know if its normal but the GPU usage when a game is playing its always between 99-100% and now theres a red led light somewhere in the motherboard
 
I've also noticed that i have the fans speed set to Smart Mode which means when it reaches higher temps it should spin faster, but i just ran a game and the temperature was 89ºC and the fans keep spinning like the temperature is 40ºC
GPU fan seems to be stopped and i cant make it spin
