Fans Speeding Up after Restart

When I restart my computer, when it turns back on, the fans will become really loud for a few seconds and also speed up to what seems like 2x or more it's regular speed.

Is this an issue that I should be worried about and will this damage my PC or is this something regular and normal?

It could be the anti-dust thing that some fans have built in, where at the point of startup, they spin up hard but then come back down quickly. You can probably just look up specs for your fans and check.

Fans often go full speed for a few seconds than quiet down, sometimes it is a feature of removing dust, something the motherboard just gives the full 12v before settling into lower voltages based on user settings.
