Fans spin but no post just resets and repeats

So I picked down the PC two days ago, cleaned it all out, and I connected everything, but before I turned it back on, I just left it sitting there for about a day, out of sheer laziness, plus I was using a different PC.

So anyway, I decided to plug it in and turn it on, and I started getting that problem, the fans would spin for a few seconds, die, then repeat, spin, die, repeat.

Now, I tried a new PSU and it's the same thing.
I really don't think, it could be a dead board, because it was literally working, 30 seconds, before I decided to pick it apart, and this is something I've done, multiple times.

Finally, the crazy thing is. I told someone who's more into PCs than I am, I had this problem with a board before. It was the original dell I had, and it came with Nvidia onboard graphics so I gamed, a lot, on that, then one day it started doing the same fans spinning, dying, and repeating, and I went out, bought a graphics card, and it booted right up. (Bought a low end card, didn't have money to spare, so that didn't last long, but I just bought another card after, and it worked)

Now, my friend tells me that this sounds impossible, and I must've done something in between there, but I really didn't.

So, I'm coming wondering if anyone here has any suggestions, or ideas about what this could be. And I tried to read different forums and get some answers myself before posting, but I couldn't find anything really, so here I am.

I would check all the power connections making sure they have a good connection and that you didn't miss one, and re-seat the ram first. If you still don't get a post screen, I would try one stick of ram at a time. Post back results.

Hi, so I checked the power connections and everything, stripped down the whole setup, and when I put it back together, got the same error.
I removed the RAM, and it stopped doing the spin and reset bit, then it just continued spinning, like if it was booting regularly, but it obviously never did.
But I didn't hear any beeps or anything, so I plugged in the speakers, and connected the monitor, then tried again. But the monitor just stayed orange, like it was in standby and the fans continued to spin.

I put back in the RAM, then I got the spin and reset, spin and reset thing all over again.
