Fans start them stop on my 1060

Hello I just built my first pc it works fine. Except for my gpu the gtx 1060 on start up it starts spinning but then stop after a couple seconds. Right now I don't have internet hooked up to it so I don't have drivers that my be the case idk. Also when I launch games they are running on low quality I don't think it's reading my gpu. Is there something on windows 10 to see if it reads my gpu and are there any solutions to my problem? Thank you

You can change quality in game, download Geforce Experience and optimize & it will be ok. By the way, fans on gpu stop because your gpu have the fan stop feature on your card.
PLEASSE install the GPU driver, it's essential!!!
