Are cooling fans still necessary if i install liquid cooling system?

Other things in your computer make heat besides the things you liquid cool, which is usually just the CPU. You need less fans, but you can't get rid of them all together.

+1 Well put. The RAM, northbridge, voltage regulators, hard drives, etc... all should have some air flow.

The radiator will also need fans to help it dissipate heat.

^ Unless the rad is passive. You could go the same route with the case, but then you run into heat problems. Non-passive radiators still require fans.
