[SOLVED] Fans stop spinning

GeForce 1070.
Fans on graphics card only run for approx 18 seconds after powering on. Restarting system doesn't restart fans. All other fans are working. Thoughts?

A GTX 1070 fans will only spin at boot for a few seconds and after that they stop spinning. The fans only start pinning if the temperature of the GPU is over 55C. Below that the fans does not spin.
