Fans turn for a second and then turn off (New PC Build) - (PC Problem)

I am fairly new to PC Building so this is only my second build but recently I was building one for my brother well him and his friend build the first part of it like installing the RAM, installing the CPU, CPU Cooler, Motherboard, ect. and I did most of the wiring and troubleshooting. Anyways when I was done wiring I ran into the problem of the PC not turning on but the fans and Graphics Card turned on for about a second and then turned off. I have tried re-wiring, re-installing mostly everything, reading manuals, watching YouTube videos and even looking on this forum but I still can't find the answer to this problem so if I still can't find the answer I will have to take it in to get it fixed by a professional or something if I can't figure this out.

My brother was the one who ordered these parts so I am not sure if they work together correctly but here are the parts:

EDIT: I forgot to add that this problem doesn't happen back to back all the time, it only happens at random times when I turn on and off the PSU switch in the back and spam the Power button.
 
when it turns off does it keep turning itself on and off again? if so you may need to reseat the gpu and/or ram. Make sure the ram is in all the way. I made that mistake on my first build.
 
The fans spin for a second and then completely shut off and then I have to switch on and off the PSU switch and press the on button for the computer a couple times and it seems like the fans come on for a second at random not all the time back to back. The RAM is in all the way and I maybe suspected it would be a PSU problem so I am going to do the Paperclip test tomorrow.

 
You mind showing me a picture so I can see what your talking about easier? Sorry I am a new builder so I don't really know where your talking about exactly.
 
Still doesn't work, I occasionally hear one beep sometimes coming from some part when the fans start up and then right after that it shuts down.

I have also figured out how to replicate turning it on and not just randomly pressing buttons, I have to unplug the power supply from the socket, plug it back in and then spam the power button and on and off switch for the power supply and it eventually turns on and then shuts down
 
Oh I also did the Paperclip test and either I did it wrong or my Power Supply is dead. In the Paperclip test it didn't turn on but when I try starting it up I see the fans run for a second including the PSU and then it turns off. This PSU is brand new as well.
