Please post your entire system spec including PSU make and model?
What did you have to get the new motherboard for?

In the meantime, see this guide and cover it thoroughly my friend: https://forums.tomshardware.com/thr...ng-about-post-boot-no-video-problems.1285536/

Which Core 2 Quad?

Firstly try removing all but one of the RAM modules, then trying it in each slot. If no results, swap it for a different RAM module. You have mixed RAM, which are not guaranteed compatibility, so it's a case of eliminating that first.

Have you covered everything in the guide?
Did you change anything when the last motherboard starting getting stuck?

I don't know exactly because I would take off the fan and look but there is thermal paste on it and I don't have any.

That is very old hardware to be new (that motherboard is about 10 years old) so it is very possibly you got a dud.
Secondly, make sure you didn't leave out any of the simple things - like the 4-pin CPU 12v power connector or any of the motherboard mounting screws.

Yeah, I was thinking that but I got it off a company on eBay and they said it was fully functional so it would be kinda weird for a company that is semi-big to scam.

So you mentioned the motherboard was the only part your replaced. What is the backstory? Replacing dead board? Parting together new system?
Well, I picked up the system for 5 bucks so I took home, installed Windows 10 and it worked. The next time I powered it on it got stuck on the manufacturer logo. So I bought a new motherboard (This one) and was hoping that it would work, but sadly not.
