Fans turning off and on repeatedly

CPU Fan, GPU Fan, and Case Fan. All of them when we hit power turn off and on repeatedly creating a weird sound along with it. We have reset the CMOS and we have made sure the PSU/ram work by testing them in other builds and using other working parts. We used to get a red light under the motherboard, but that went away after resetting CMOS. I know the motherboard/CPU are incompatible due to BIOS versions, but that wouldn't prevent it from starting up.

i'm not there. I cannot post any more pics of the board. I can confirm that the board is all plugged in correctly.
