Far Cry 3 Loading Screen

I have extremely long load times for Far Cry 3. Some times it will crash before I even get into the game it takes so long. I have looked up the problem, and everybody claims that I can stop the process wmiprvse.exe and this will fix the issue, however, I do not have this process running when I try and start the game! If anyone has any suggestions, I would appreciate the help. I bought the game through Steam, and run it through that, then Uplay, if that matters. Thank you.

Forgot to mention this is all loading screens, not just the initial screen. And here is my build:

ASRock Extreme4 Z77 Board
Intel i5 3570k
Noctua NH-D14 cooler
Gigabyte GTX670OC
G.Skill Ripjaws 8GB (2x4)
Patriot Pyro SE 120GB SSD
Western Digital 1TB Caviar Black Harddrive
PC Power and Cooling 950W power supply
Some random DVD drive (sorry haha)
Running Windows 7 Home 64bit
