Far Cry 4 framerates drop?

I have,
Nvidia gtx 660 2GB
i3 2100 3.1 Ghz
4GB RAM
Settings I play on = High-Very High

Now when i run fc4 on my pc, there are lots of frame rates drops!!
I mean the game runs very smooth (around 40-50 fps), but some times (actually many times) the game suddenly lags(framerate drop) and suddenly it runs smoothly.

According to MSI Afterburner OSD, I have,
Total GPU load= 95-98%
Total CPU load=70-80%
Physical memory(4GB RAM) load=70%

*One important THING*
When there is a framerate drop, at the same time my GPU load goes straight down to 0%....... And then when it recovers to few more %, the game runs smooth again!! Why does my GPU usage goes down to 0% ???

On medium-low settings there is very less lag, but there is!!!

What's the reason for the drops? And what's the reason for 0% GPU load at the time of drop??
Is there any bottleneck issue? Should I upgrade anything, to stop this frame drops???

The recommended requirements suggest 8Gb of ram and a 2nd gen i5, so no doubt thats why you are getting the heavy frame rate drops and the GPU load going right down (due to a bottleneck, either running out of RAM or CPU unable to keep up).

but my gpu is enough for fc4 to run!!! so y does it go down to 0%??

Because you don't have enough RAM and your CPU is below the recommended specs
