Farcry 3 runs horrible.. HELP

Farcry 3 settings:
Res - 1920 x 1080
Fullscreen
V-Sync - 2 Frames (30 FPS cap) [(1 Frame) 60 fps cap makes gpu go to 75 C]
MSAA - OFF
MAX BUFFER FRAMES - 3
SSAO - SSAO
Alpha Fields - Standard

GPU:
Gigabyte 7970 Ghz Edition 3gb

Clock: 1.1Ghz
RAM Clock: 1500Mhz(VIDEO RAM)

CPU:
FX-8350 4.6Ghz

SET FOR 'Very High' settings not ultra...

ON 30 FPS its a little skippy with frames, and gpu is going at 64 C, but when I put it on 60 or higher my gpu freaks out, and runs game fine...

MY friend has a 7850 and can play this game max settings, and his cpu is Phenom X4 960 3.6ghz black..

On Crysis 3 with v-sync and with one notch blew ultra settings for all and with motion blur and MSAA turned off, I get 45-60 FPS and gpu stays at 69 C..

ALSO: When I make a new game, and there is the first cut scene, I get absolutely horrible frame 20 or below and the res is complete crap, but in game on 30 I guess its fine, but what makes me mad is that I made this comp for $1650 (including monitor) and i cant play farcry 3 without resrictions?!?!

I had the same issue with my 7950. I was getting a max of 25 fps at the same resolution and settings (except for vsync... it was set to 60 fps).

This issue disappeared after I updated my drivers to 13.1 and then applied the AMD Catalyst Application profiles (12.11 CAP 2).

Now I am getting 55 - 60 fps everything maxed out.
