Fast download and upload speed, but

OK. i am using verizon mobile hotspot for my home internet. it is usually super fast, but lately web pages (chrome, firefox, ie) load very slow, im talkin like 15 seconds to load this page. ok well the weirdest part is if i go to youtube, the page loads slow, but the video loads fast. if i play league of legends my ping is at a solid 80 (good compared to people near where i live). my download speed on speedtest.net is 25 upload is 5. on pingtest.net my ping is 55 (B).

only web pages, some applications, like the league of legends home page wont ever load for me, but i can play a game and my ping is good.

ive tried just about everything i can think of:
tried another phone, same thing
tried changing my dns servers to google and opendns
cleared all internet date (cache, cookies etc.)
tried ipconfig/release renew in cmd prompt
turned off all firewalls, antivirus etc.
in task manager my network usage is 0% almost all the time. sometimes it shows web browser using .1mb.
ive lowered my mtu to 1390 (lowest setting that wouldnt fragment)


the internet on my phones work great, loads pages instantly. ive tried wifi hotspot, and usb tethering and both are the same. i tried bluetooth tether but i couldnt figure out how to make it work.

everything is up to date as far as i know, it was working great last week. i cant figure out how to restore my computer either it just says create restore point.

my computer is a hp laptop running windows 8 realtek rtl8723BE network adapter. only about 1 year old.

OK, well i fixed it.

I didn't actually fix it, YAC (Yet Another Cleaner) did though. Dont know what it was but after i ran that program it runs smooth again. 1/2 a second instead of 10 seconds for a webpage to load.
