Fast download speed but low HDD usage and write speed

Hello, I'm having an issue with my hard drive write speed while downloading. I'm trying to install a game from the microsoft store. My internet download speed is shown as floating between 60 - 80 mb/s, both on the store and in task manager, however when I check my disk write speeds it seems as though my HDD is only writing between 10 and 20 mb/s max. My disk usage is never going above 10% either. This is a new PC and I'm not sure what could be causing the issue I'm having here.

OS: Windows 10 Pro 64bit
Processor: Ryzen 7 2700x
Mobo: Asus Prime x-470 pro
Ram: G.Skill Ripjaws V 32gb @3200mhz
Video Card: Zotac GTX 1080Ti mini
SSD: Samsung 860 evo 500GB
HDD: WD Blue 4TB 5400rpm
PSU: EVGA G3 supernova 650

Ah, so what you're saying is my download speed is shown in megabits instead of megabytes? And if that's the case is say 70 megabits a second the equivalent to 10 or so megabytes?

Correct.
Approx 8:1 ratio.

Also, it's not an absolute 1:1 stream, direct from the internet to your drive.
Some of that data may be cached in RAM, and then burst to the drive.
Or writing to a temp file, at the same time as reading from a different temp file and writing to the final location.
Or doing several other things in the background at the same time.
