Fast internet (browsing etc.) but extremely slow download speed!

According to speedtest.net my download speed should be at 58 Mbps and upload at 11.4, but when I download updates from Steam or other third party programs it either doesn't download at all or at speeds like 0.2 kB/s.

I am using a wired connection which works for all my other computers so there is nothing broken about the cable or anything. I have tried scanning for viruses, updating the drivers for my motherboard, restarting computer aswell as router but nothing seems to work.

I noticed this right after I changed to a stronger fan for my processor, could that have something to do with it? :??:

Specifications:
Motherboard: ASUS M5A97 R2
Processor: AMD FX(tm)-8320 Eight-Core
OS: Windows 7

I mentioned in the text that I had already used the speedtest site (speedtest.net) and got good results.

Also, my browser speed is not the problem, in fact it is very fast. The only thing that is slow is the download speed in 3rd party programs like Steam or Bittorrent/Utorrent.
 


I'm facing the same issue. Is it something to do with the ISP's data plan? A solution will be appreciated. Thanks!
 


Exactly the same problem for me 55.7mbps download/25.4 upload.. according to speedtest.. however my downloads rarely go past 500kbs and averages around 200-300kbs.. I'm also wired in and no one else is using Internet in my apartment.

what is the matter with this.
 
Having the exact same problem as of 2 days ago. still no solution. unplugged my router and cables replugged them reset my comp even for it but nope. Installed new drivers and some other software but nopee..

Speedstest came out good so I really have no clue why it is being so slow.

Do you already got a solution for yourself?
