I have Xps 8930 bought in Jan 2020 with the following config

i9 9900
16 GB (2x8) 2666mhz

It has 4 ram slots, two of them occupied with 8 GB sticks (2666 MHz)

I want to remove those two 8 Gb sticks and install the 4 x 16 GB sticks (3200 MHz) link below making it a total of 64 GB

can I install 3200 MHz sticks where it used to have 2666 MHz sticks?

Yes, but chances are high that they would only run at 2133Mhz. Those 3200Mhz stick have XMP profiles, most OEM BIOS don't let you set those, or manually control memory timings.

Your best bet would be to find memory that runs at 2666Mhz by default.

You can also go through Dell to get certified parts, they are usually not too bad price wise.
