Fastest graphics card without aux power

After all these card reveals from both AMD and nVidia, i was wondering if something has changed.

I have a really low-quality non-modular PSU (400w) without a GPU power cable. I was wondering what's the best card out there that does not need auxiliary power?

HD 7750.
If the power supply is that bad you should seriously consider changing that first.

The fastest graphics card which does not need auxillary power is the AMD 7750 and it is really cheap. It costs just 75 dollars. You can get it from here :
