Fastest Optical Drive

So I'm building a PC and I want to know the fastest drive for installing games from a disk under $25.

This is the one I currently have picked out: Asus 24x DVD-RW Serial-ATA Internal OEM Optical Drive DRW-24B1ST (Black)

This is the fastest I can find under 25 bucks. Probably the fastest in general for that price. Some Blu-ray capable drives may be faster, but they'll be much more expensive as well:
