Fatal Exception

I can load windows 98 in Safe mode, but when I try to load in Normal mode, I get this msg: a fatal exception has occurred at 0028:C0038783 in VXD IOS(01) + 00000BFB. And then a msg to the effect:"Press Ctl Alt Del to exit", I don't remember the exact words.
I've tried rebooting with the Startup disk I made several months ago, and also tried a complete reinstall with the Windows98 boot disk. So far nothing works.
I would buy a program such as Norton if I knew what would help me to fix the problem.
The problem occurred after I connected a USB floppy and then disconnected it.
Any help will be appreciated.

I would suggest that if it happen right after unplugging the USB device, boot into safe mode and go into device manager. In there you want go through all the device heading and look for mutilpe enteries, as well as remove all the USB devices and reboot. If that does not work then run "SCANREG /RESTORE" from a dos prompt in dos mode.
