Faulty AMD Radeon 6950?

I got a PowerColor 6950 AMD graphics card and this is what I'm seeing:

I reinstalled my Catalyst 11.9 drivers and also switched the BIOS to position 2 and it still shows this. The dots only show up in games, benchmarks, and windows aero bars but doesn't show up unless the PC is under graphical stress. Is there any other reason this could be happening or do I have to RMA (again )?
 
umm was it working fine or did you flash bios to 6970? try flashing it back to original bios. i have the exact powercolor 2gb hd6950 flashed to 6970 and its been working flawlessly.
 
Yes yes I know, but I couldn't help myself after reading this was about to be his second RMA with the same card. I'm not a fanboy for either side, but I will say I see more threads with AMD issues vs. Nvidia
 
Well it was acting up like this when I first installed it (same dots), I thought I was going to RMA it anyways so I unlocked the 6970 shaders (only the shaders, no other options changed). Still had the same problem. Does this look like a VRAM or GPU problem or could it be something else? Another problem besides for the dots is that it looks like some of the polygons become distorted and stretched (can't catch it in picture though).
 
It's probably the GPU itself. You usually don't see artifacts like those dots and distorted polys caused by PSU. Having two different brand new cards with the same problem is strange though. Maybe that 6970 just doesn't like your system for some reason, I don't know what else the problem could be.
