Faulty Card I guess?

Rma'd a 7970 that got a faulty fan after a 6 months of use. The one that came back is doing this.

That texture flashes between that and a more normal looking texture when you move around it.
Anything that I can try before sending a 2nd card back.
Is this what they call z axis fighting?
 
I put in my old 470 GTX. It was idling at a wopping 80 degrees. It was also getting the same artifact at the same exact place. Either its a problem with the game or I think my powersuppy is failing on me.

I forgot to mention that I tried the 470 GTX down in a lower PCI E port. So either the MOBO is doing some extremely wierd shit. Some parts that remained of the amd driver are messing with both cards. Or the powersupply is not doing its job correctly. Surprising to since its a Corsair tx 650. Its starting to feel like my computer is haunted though. Powersupply problem that causes a texture flicker in the exact same place on both cards? Next time I build a computer I will make sure to buy a gold rated powersupply with a lot of headroom.
 
Tried verifying cache. Will get a chance to test the components in my uncles computer tomorrow. I looked around for people that had the wierd flickering shadows online and I couldn't find anybody. Seems like it has to be a hardware problem. Actually a bit excited to see what is causing it. Bad pci bus on my motherboard? Powersupply? CPU?
 
Sorry for rebumping but checking to see if anybody has simlar experiences. My last motherboard that died had one stray pin bent in a odd manner. I rma'd the motherboard and everything was working fine or so I thought until I started playing more demanding games. The graphic bug happens all over skyrim and only flickers when you move. I am hoping that it isn't the CPU because spending 220$'s is pretty harsh of a repair budget.
