Faulty GPU or PSU?

CPU: i7 4790k
MOBO: Asus z97-A
GPU: MSI OC HD 7950 (currently using xfx r7800)
RAM: 2x4 DDR3
PSU: EVGA NEX 650 G

Hey all,

My issue right now is my computer won't boot with my HD 7950.
When it is plugged in, nothing would happen when I press the power button, no fans, no lights, nothing.

System works fine with my HD 7800 and without a GPU, however I did have a few random shutdowns.

This initially started around a year ago, Jan 2015 and I just left my computer GPU-less until now. The problem began after I moved my computer physically to another part of the room.
I originally thought it was a faulty motherboard/PCI port but now that I tried a different graphics card I feel like it is my 7950 that's faulty.
However, I am afraid that the source of the problem is my PSU failing and not powering the GFX card (since they are also more expensive to replace) and if i get a new GPU it wouldn't work either.

Since I am a fairly inexperienced system builder, I'm hoping to get some insight as to whether I should replace the GPU or PSU.

If it wont even power up with that gpu, then i'd say its a faulty gpu. Because it seems to be an electrical fault that is dragging down the power, it could have damaged your psu. So, i think your gpu is dead, but I would be suspicious of the psu too. If it was my system, I'd be swapping out the psu first. You could try the 7950 again with the new psu, but again it could cause the psu a problem. You should also try the other pcie slot.
 


Would it be ideal if I get a new GFX card so this way my 7950 wouldn't possibly break the PSU and if it turned out to be the PSU, either return the new GPU or sell the old one?

In this case, would the PSU break the new GPU?
