Question Faulty GPU or Something Else?

Hey all,
I just finished building my second PC and my B-stock EVGA 2070XC is giving me a black screen and the occasional artifact (space invader style artifacts) within a few minutes of getting to the desktop (doesn't occur in bios).

The part that confuses me is that this 2070 seems to work fine when in my old build and my old graphics card, an EVGA Geforce GTX 960 (about 4 years old), works fine in my new build. I've done multiple clean driver installs for this 2070 and tried different PCIe slots on my motherboard to no avail. I was told to check my PSU 12v in bios but that looks to be fine as it's steady at 11.980. Any clue as to what else this issue could be? I've listed both builds below in hopes someone will spot something:

EVGA RTX2070 XC 8gb
Seasonic focus plus gold 750W 80+ Gold

Asus VS247H-P 23.6 monitor (this will be upgraded later on to take full advantage of the better gpu).
