Faulty Graphics card?

just got a evga 970 ftw+ HAD a 660 my specs are win7 amd dual core (3core) 3.3ghz 8gig ram. My question is before when I would playoff my gtx 660...say dying light for example id get about 30 fps on all low and off in settings now I get a little over 30 with everything on high and on with the 970 is this right or is my cpu holding me back thats what im thinking...or is my card faulty any way of finding out some kinda test maybe?

Yes very hard cpu bottleneck. even the fx-9590 is a bottleneck for the 970 or 980 in demanding situations. you should look at a new mobo/cpu. make sure to go for intel. an i5-4690k will get you to high/ultra settings 60fps if you play on 1080p. If you can afford you can also go for i7, like i7-4770 or i7-4790 or the k versions. those are beasts for gaming.

No it's not a " must ". It's more like a possible performance gain. But anyway you will need a new motherboard, because atm you have a amd compatible motherboard which as i recall woudln't be even compatible with new vishera chips because of the socket.
If you get a new motherboard with lga 1150 socket, i suggest the z97 motherboards, because they will be future proof ( you can upgrade to i7 in future, you can overclock in future and the list goes on.)

thank you again so much for your help this has been killing me. ive always stuck with amd and this is my second build. was the 970 a waste? should I of just upgraded my mb and cpu instead my last card was the gtx 660
