Faulty Graphics Card?

I was trying to enable sli on my pc after a driver update and it would freeze whenever I hit the enable button. When I had them both in my pc, with sli off my pc was incredibly slow, it has never done tat before. I tested the gpus individually. One of them the pc will boot to desktop just fine and the computer will run like it always has, the second one wont load it to the desktop and all I can get is windows telling me to repair my pc. Dose this sound like a faulty card? It still Out puts a signal to my monitor and still has the fans running but it dosnt put out heat, its all cold air.

yeah, they've worked fine up until yesterday, the only time I would have the psu cut out is if I was running a stress test or a high overclock. I tested each card individually and one of them wouldnt let me boot to the desktop, it only cuased windows to repair my pc for problems, but the other one booted fine.
