Faulty i7 4770K

Today i put together a new PC with a GTX 780 , an Asus VI Gene motheboard, a i7 4770k with an RM 650 PSU.

Anyways, about the CPU i installed windows 8 and a few programs but the PC would randomly restart, in the bios it said that my CPU temperature was dangerous so i checked my temps, 78 C at idle, that cant be good. I'm using the 4770k with the stock cooler and i havent touched any of the overclocking settings. I'm waiting for my h100i to arrive in next 2 weeks but if its at 78 C idle then even the H100i can't make it perform well? Could it be the thermal paste on the stock cooler because when i removed it after seeing it was 78 C the thermal paste didnt look like it was spread.

So what should I do? Buy some new thermal paste and try to use it on the stock cooler myself or should i call amazon and return my i7 4770k?

78C on Idle is not right. I doubt that your CPU is defective as this is rather unlikely. I would clean off the thermal paste of your CPU and heatsink and then apply some new paste. Make sure its evenly spread and properly secured. Try that and report back on the temperatures. Also are you running everything on stock clocks? If not make sure you are until you get a better cooler.

You have described a stock heatsinc which is not properly seated. It is likely that one of the pins is not pushed completely through the motherboard. A close visual inspection using a strong light may reveal the problem.
