Faulty Mobo/ or Cpu

Hi guys,

So i brought a new Pc and built it myself.
However it will not post!

What happens:
1) Press power button
2) fans all spin up as they should
3) Gpu fan cuts out
4)Cpu fan and case fans run endlessly

What i have tried:
1) I took the cpu cooler off the cpu and turned it on for 3 seconds (the processor heated up)
2) i swapped the mobo + processor with my old mobo+processor (this posted). which should mean it is either the mobo or cpu right?
3) i purchased a new mobo (exact same model number). It arrived today but i am having the exact same results!

so all of the above narrowed it down to the cpu being the factor^.

do the above symptoms seem like it could be the cpu to blame?

Main specs:
Intel core i5 4690k
nvidia gtx 970
msi h81m-e33
cit 600w psu

There's no way to guess and be certain. If you have a friend with a haswell system try your cpu in theirs. If it works, it's probably your motherboard. If it doesn't the cpu is likely faulty. Not to say it's impossible but between cpu and motherboard if I had to guess and pick one, my guess would be the motherboard. Cpu's are rarely dead. If it was used all bets are off without any history of what the various components may have been exposed to.

Do you have your cpu cooler connected to the cpu_fan header on the motherboard? If the motherboard doesn't detect a cpu fan it may not boot. Have you tried booting without the gpu installed? The 4690k has an internal gpu, it would take one more item out of the equation. Have you tried running...

It may turn out to be a memory issue. It's unlikely but not impossible to get 2 faulty motherboards back to back.
