Faulty pcie slot?

I've been having troubles with my pc recently, these problems relating to performance. I got my computer checked up and they said that it was my gpu, fast forward 2 weeks i have a brand new gpu but the problems are still persisting. I play a lot of rainbow six siege at a high level so this issue is stopping me from playing the game properly. I tried the game on both my ssd and hdd and the problem persisted so it can't be them. If it was my cpu i wouldn't be able to write this so i believe this is relating to my motherboard. The problems include: Micro stutters/Frame lag in all games (which makes all games unplayable), 100 fps drops when moving, shooting.
