[SOLVED] Faulty RAM or Motherboard?

I have MOBO AsRock x99 Extreme4 and 32 gigs of ddr4 ram installed in 4 slots.

The ram sticks are fastened securely to the slots of motherboard.

Occasionally, my computer will stop recognizing half of my installed RAM and only see 16gb. It will stay like that until I power dpwm, take the RAM sticks out and swap around their order in the slots on the MOBO and reboot. Then it will recognize 32 gigs until maybe a couple weeks or months later when it goes back to 16gb and I have to swap them around again to see the full 32 gigs.

I want to fix this. Do I need a new motherboard or new ram sticks?
